On May 2, 2021, the Southern Illinois Workforce Development Board (SIWDB) selected Crosswalk Community Action Agency (CCAA) to serve as One-Stop Operator within the American Job Center Southern Illinois in Marion, Illinois, and Local Workforce Area #25. Working closely with the board, CCAA will act as a “Functional Leader” having authority to organize and supervise staff functions to optimize and streamline One-Stop service delivery efforts. By managing these daily operations, CCAA will assist the Southern Illinois Workforce Development Board in meeting local and federal WIOA responsibilities and obligations.

February 26, 2021
Cary Minnis, executive director for Greater Egypt Regional Planning and Development Commission (GERPDC), agrees to manage the procurement of the One-Stop Operator position for the Southern Illinois Workforce Development Board.

April 15, 2021
A Request for Proposal (RFP) is issued by the Southern Illinois Workforce Development Board (SIWDB) for the purpose of establishing a contract with a qualified individual or party to assist in operations of the LWIA 25 One-Stop Business and Employment Center/American Job Center Southern Illinois. The proposal is also emailed to all partners of the One-Stop system and each workforce board member for dissemination.

April 16 & 21, 2021
A public notice RFP is placed in the legal classified section of The Southern Illinoisan newspaper. The public notice also announced on the SIWDB.org and GreaterEgypt.org websites. The ad text is shown below:

“The Southern Illinois Workforce Development Board and the Chief Local Elected Officials of Local Workforce Area (LWA) #25 advise the public of a Request for Proposals for One-Stop Operator within the American Job Center Southern Illinois, located in Marion, Illinois. The American Job Center Southern Illinois is a proud member of the American Job Center network and an Illinois workNet partner. Proposals should not exceed $35,000 per year. Proposals must be received by 3:00 p.m. on Monday, May 17, 2021.

Applicants were instructed to submit proposals to Cary Minnis at Greater Egypt Regional Planning and Development Commission by 3:00 p.m., on May 17, 2021.

Crosswalk Community Action Agency submits completed One-Stop Operator application to Khiry Brown (care of Cary Minnis) at Greater Egypt Regional Planning and Development Commission. The proposal was evaluated and determined as meeting all requirements.

The Southern Illinois Workforce Development Board (SIWDB) selects Crosswalk Community Action Agency to serve as One-Stop Operator for Local Workforce Area #25. During the full board meeting, Khiry Brown presents a report on the Crosswalk Community Action Agency proposal on behalf of GERDPC, and Cary Minnis, executive director, Greater Egypt Regional Planning and Development Commission makes a motion to award CCAA with the contract.

June 28, 2021
A contract between Man-Tra-Con Corporation on behalf of the Southern Illinois Workforce Development Board and Crosswalk Community Action Agency is signed, effective July 1, 2021.
